I don't want to give the bad guys any information pertaining to connectivity, just in case. But in general, a server may sometimes be inaccessible for a few minutes, if it's rebooted. A website is sometimes inaccessible because of routing issues. It might be accessible to me, and not to you, or the other way around. Let’s leave that information private.
